         advocates the use of  V/m
instead of power density levels as a more apropriate unit,
        also better defined specifications for useful comparison of such measurements  regarding bandwidth and frequency range
        He gives a current technically achievable limit
for the 80-2000 MegaHz range of  0.01 V/m   ( = 265 nanoW/sqm )  see his conversion table
        this level is set by technical consideration it does not exclude possible bioeffects at even lower levels
        for the GSM/PCS range he proposes a limit of 0.001V/m ( = 2,7 nanoW/sqm or 0.27 picoW/sqcm)
